The design work is carried out taking into account the legislative restrictions associated with the epidemic situation and the spread of the new SARS-CoV-2 coronavirus. The work will start in 2020 as part of the creation of a digital air traffic observation field in the Khabarovsk Enlarged Center (HUTC) of the Unified Air Traffic Management System.
The activities involve the deployment of the first certified integrated multi-position surveillance system "Almanakh" (multilateration system, MLAT "Almanach") in the Far East. The equipment is a network of geographically distributed stations that determine the location and flight path of civil aircraft in digital format in real time.
Almanac MLAT is capable of simultaneously performing the functions of an aerodrome and wide-area monitoring tool. The customer of the wide-area system is FSUE "State ATM Corporation", the work is carried out under the supervision of JSC "Concern VKO" Almaz-Antey ". The project will be completed in three years.

The developer and manufacturer of the Almanach MLAT is the research and production enterprise "Digital Radio Engineering Systems" ("TsRTS"), a member and one of the founders of the Association "Digital Transport and Logistics" (TsTL). The company’s engineers held a training seminar on the design of a wide-area surveillance system. The event took place at Pulkovo airport on the basis of the North-West branch of FSUE State ATM Corporation, where the world’s largest multilateration system was deployed a year earlier with a coverage area of over 1 million square kilometers using equipment manufactured by TsRTS.
